Psycho female goldfish

My smaller female oranda likes to nip at my larger male calico's fantails. she actively chases his tails and he spends all day dodging her nips. i know it's not mating behavior because a) the male used to chase the female, and b) the female is chasing the male, and the male's fins are slightly torn.

I separated them for a week using a divider, but after reintroducing them she started nipping like it never stopped. They are currently in a 20 gallon long tank alone, and I do regular water changes. I feed them twice a day.

Also, the female is quite stupid, even for a goldfish. The male is much smarter (and older) and I'm more closely tied to him. Any advice would be appreciated.

I would just keep them separated if that seems to work. Looks like you've got a bully on your hands.
