I know that after about 3 weeks, they are supposed to be big enough to "hang" out with the adults....is that when they start developing color as well?

That sounds about right. It's been awhile since I've had some guppy fry though.
At first, they will just have a couple of color streaks, then it will develop into the guppy coloration you're used to seeing. Congrats on your fry!
