Live Rock and Live Sand

I am planning on setting up a 55 gallon FOWLR tank. How much live rock should I put in the tank? Also how much live sand, and do I need both?

From what I have read, at least a half a pound per gallon is usually recommended, with a pound per gallon being ideal. Live sand is not neccessary but will help to cycle your tank faster.
