Swirling/flickering PC

Just switched to a 400wx2MH with four 65w atinic PCs. One of the PCs constantly swirls and flickers. Seller (whom I will not mention) says this should self correct after break-in? Is this true? Has anyone else experienced this. It looks like my VHOs when they began to reach their life expect.
