Odd Behavior of Budgie

I have 2 young budgies and one likes to hang from the top of the cage and flap her wings like crazy . The other does not do this . Why would she do this ?

I`m not sure of the reason, but I can assure you that this is fairly normal, and good exercise. My female cockatiel does that too, but usually whole hanging onto a perch. Cockatiels tend to not climb on the roof like budgies and other parrots will.
