I wish that I had a answer for you, Your tiel may get a little nervous with your children around or maybe really happy to see them. Does he sound mad or is it a happy scream? My tiel makes most of her noise when her daddy gets home from work, and thats because she is so happy to see him and just wants to be with him..She is very spoiled!!!!!

Try to discourage the scream either by ignoring or covering the cockatiel when the screaming is going on, then praise and give a treat etc when the screaming stops. If this is the only time the bird screams could you possibly move the cage to another room during CSI or watch on another tv etc? It's hard to keep the excitement out of children, LOL but if your bird screams when they come in maybe try to have them "ignore" the bird or else play quietly away from the bird when the screaming starts? It could either be fear or excitement so that could make the difference as well.
