do all females lay eggs?

My 8 yr old female (I thought) cockatiel has never laid eggs. She is my only bird and has never had a mate of either sex. Do all females lay eggs at some point? Or do some females NEVER lay eggs?

There are some female birds who will not lay eggs. It seems more common in circumstances where they have never had a mate or cage mate. For some reason this seems to keep the breeding cycle from kicking in on some cockatiels and budgies. Most will lay eggs at some point and time and almost all that have a mate will lay eggs unless they have an underlying health problem but even then they may not be fertile.
