help! my sick bird, seems rare

My parakeet has been not right for almost two months! About two months ago i notice my bird making a weird crying sound as he was sitting on his door of the cage(kind of like him screaming but not loud). After that he seamed to lose his flying agility and would fly but not land on anything until he lost steam i guess and just crash! He also became numb to the world, no more cherping, playing or even reacting to anything! We brought him to the bird vet(something with an A...) and they said he looked healthy just a little under weight. After the vet visit we kept him in the cage until we decided to get his wing clipped so he wouldn't hurt himself.
Say a week or two passes by and we notice he's looking alittle puffy and sleepy, like a sick bird. So we hooked up a heating pad and kept his cage nice and warm around 80. We also started to hand feed him baby food so maybe he would gain weight.He also developed a uncontrollable biting problem were he is stumbling around the cage biting the bars franticly. thats the weird part
a couple weeks go by we bring him back to the vet and they say where doing all the right things. the vet give him a shot(i'd have to ask the wife of what the shot was..im thinking Vitamin A...shes sleeping right now though). the vet also gave us some medicin, its says baytril oral liquid on the bottle.
He's getting worst everyday it feels like. He still eats his seed but we are still hand feeding him cuz he's not eating enough. My wife and I think he's not drinking so we have been giving him water when we hand feed him. The stumbling and frantic biting is getting worst. Its almost 1am and i couldn't sleep cuz i hear him biting the cage in the dark.
My bird is maybe around 2 years old. He was very happy bird, could even say his own name "shnookie". His dropping look good! I have a feeling what he has is uncrueable. Its hard for me to see him like this. I'd figure I'd give the internet a shot. Any help or suggestions?

I am sorry to say I have not heard of anything like you are describing. Is the vet you are using an actual avian certified veterinarian? If it is then great and I am sure they are doing everything that can be done. If your bird is instead aa small animal vet or a farm vet then you need to switch your vets quickly and find an avian vet. Sorry I can't be of more assistance.
