I have 2 budgies, 4 yr old, most likely males. They have thickened ceres that look like scaley layers. Their nostrils are still nice and open. Any ideas on what causes this? They have being eating Harrison's since babies.

This could be scaly mites. They seem to center on the cere although they can also affect the feet and legs. Your vet should be able to prescribe something for this. There are several home remedies people use such as petroleum jelly over the affected area which seems to drown or suffocate the mites but this is usually just a temporary fix as it doesn't kill the mite eggs and they will just continue coming back unless treated with a medication that will kill both the eggs and the mites.
