I have had budgies in the past but my new one seems a bit strange. sometime he will let me stroke his chest other times he won't. Whe he won't let me he climbs out the wall of the cage. Also he sometimes comes out on my finger but sometime he doesn't.and if I take my finger out of the cage he just flies to then window and It is hard to get him then. I want to get his wings clipped but I don't know if I should because I just got a 7 week old kitten. Any suggestions?

He sounds like he is just beginning to trust you. Keep working with him and shortly he will begin to trust you. About the wing clipping, I am not going to say not to do it, because last time I told someone my opinion, I was looked down on and never treated the same by the person when I tried to answer other posts the same person was answering as well. But I would tell you if it was my bird, I would not do it. I am not for clipping wings unless it is for the birds saftey and that still is the last option. The bird overall would be happy if his wings stayed the same. (I know my bird loves fying around my room and has the choice of going in or out of her cage.)

It seems to me the bird is almost totally hand tame. Just keep working, offer some millet to get him to step and don't lose your patience.

If push comes to shove, (this is the only time I will say this and I can't believe I am saying this) clip (or trim, so the bird can still fly a little) the wings just once, until the bird totally trusts you.

Like I said it is your choice to clip, but with a kitty around it may be safer not to clip so the bird has a chance to get away if he someday meets the cat.
