Question about cage size?

I am considering adopting a pair of doves, and I had a question about cage size.
The two cages I have empty now are 25Lx21Wx30H and 30Lx18Wx20H. Their wings are clipped and they really don't try to fly that much. I was wondering if one of these cages would be big enough or should I get a larger one.
