Please Help - Dove with Wing Problem

I have a 10 year old ringneck that has developed a problem I haven't come across before. 3 days ago when he woke up he started pecking at his right wing. This has continued morning and night since then. He is obsessed with it and it is making him miserable. I examined the wing this morning - underneath near the tip of the wing is a dry short dark feather, that is what he is pecking at.
It is either causing him pain or it is very uncomfortable. Unfortunately I do not work and cannot afford to take him to a vet.
I can email the picture of the sore wing if that would help to identify the problem. It hurts me to see this poor little guy suffer and would appreciate any help you could provide. P.S. - I did not see him injure himself so how this started is a mystery.

i wouldnt know what to do except maybe to call a vet and ask what you can put on it sometimes they will tell you so you dont have to take her in. or you could go to a petsmart and ask them they usually know.
