Pigeon or Dove?

Hi, I recently came across a bird in my backyard. It was under neath the cedar tree's. It seems to be able to fly.I started to feed it because it looks really nice. It's a soft brown color, it has a black ring around it's neck and it has a white head and white tail feather's.It's small like a morning dove but it doesn't have the same markings as the other ones in our area. It doesn't seem to be afraid of me, I think it may have been a domestic bird at one point. I picked it up and it didn't seem to have any problems with this. It wasn't banded or anything, so I want to claim it as my own. Any suggestions on the type of bird it is would be great.

P.S. Are there any bird vaccinations for West Nile yet?

Most racing/homing pigeons while they come in all sorts of color combinations do tend to have leg bands for identification purposes. It is probably a ringed turtle dove, a widely domesticated species and possibly someone's escaped pet if it is not afraid of being handled.

As of April of this year, it was reported that there is a more effective version of the equine vaccine for birds. According to the CDC, the results have been encouraging. In crows, almost 60% survived exposure to WNV with the new vaccine whereas none survived with the equine vaccine.
