Red-tail moults

Hey all,

This may be a dumb question...I am having a bit of a debate with some friends about the moults of a Red-tailed Hawk. Can anyone confirm for me at what age the tail turns red? Is it the second year, or does it take several years? I know the eye changes colour over 3-4 years, but cannot find any info to confirm the tail.
