Large fly? Moth with transparent wings?

This thing is roughly two inches long and about a half-inch wide.

It's got a long straw-like mouth appendage tucked under the body. Not sure if it's for extracting nectar or blood.

Someone help me out?

I should mention... This was found in southern Wisconsin, USA.

I've lived in this state all my life though and I've never come across this before.

The pictures are of a cicada. I'm not sure of the species, but it probably is Tibicen canicularis.
