I saw lots of these floating around while I was backpacking in southeast ohio...any body have any idea what it might be? They have wings and are a wierd light blue color and just seem to be floating but upon watching more closely they do have wings and were changing direction as they please just not very quickly.

It's called a wooly aphid. Google it and you'll see the photos.
