No, it is not a recluse. I'm not sure what it is really. It is definitely a male, judging by the boxing-glove pedipalps in the front. One possibility is that it may be a male Linyphiidae, or a male Theridiidae. This species is quite similar in appearance to you spider:

In any case it is not a dangerous species.
