Having Trouble raising air temp.....

I just recently put my BP in a 20 gallon tank. He's about 28" long now and the tank is 30" long by about 12" wide and about 14" high I think. Anyway, I have a heat lamp with a 75 watt red repti heat bulb on the one side that I leave on 12 hours a day and a UTH underneath that is left on 24/7. I seem to be having trouble getting that side above 80 during the day even with both heat sources going. Do you think the bulb wattage is too low? I thought 75 would be more than enough! In fact I used a 50 for the 10 gallon he was in along with the UTH and that was fine. I would think going above 75 watts would be excessive but maybe Im wrong. ANd I don't want to get a hotter UTH because I don't want him to burn himself in case he burrows a little on that side. Right now I have the UTH set so it feels very warm to the touch on the bottom but not hot. I have it set on a rheostat. Anyway, any advice would be appreciated. One more thing though, he's been spending most of his time on the cool side, or what is supposed to be the cool side. Since the warm side isnt warming up that much their really doesnt seem to be much of a difference right now. Anyway, thanks for any advice!

U can put something over the back and sides of the tank
I had an increase in ambient temp of 6 degrees in a 55 with a running watefall just by putting the decorative liner on the back, I did not even have to use the cardboard I had gotten to put in back of that
Ur UTH might be turned down to low if you have it on a rheostat, I know ours gets bumped down too frequently

YOUR HEATING SOURCES SHOULD BE MORE THAN ENOUGH, I USE A UTH AND A 50 WATT HEAT LAMP FOR A 40 GALLON TANK AND HAVE NO PROBLEM MANTAINING TEMPS, ARE YOU SURE YOUR THERMOMETERS ARE ACCURATE? IS IT UNDER ANY VENTS OR FANS? SEEMS A LITTLE STRANGE. I WOULD TEST THAT THERMOMETER

Actually it's the same thermometer I was using in the 10 gallon tank and it was going up to 85 to 90 degrees in that one. Now it won't go above 80. I'll try a different thermometer and see what happens. Thanks
