After a bromeliad is done blooming do you cut the flower at the base of the stem?

No. Wait until it looks dried out - it will take several months. Some say that if you cut the flower off too early, the pups/offspring won't grow well.

The reason I ask is because its starting to grow mold all over the old flower.

In that case I would cut it off. I think the pups wiil still grow.
