low cost programs

Does any one know of the name of the low cost spay/neuter program in Maine? I keep thinking it's a womans name. Mary......
My friend has three rescued cats. She has nursed them all back to health. One had four babies. The other is in heat and the third is a male. She keeps him locked in a separate room then the females.
She wants to get them altered but doesn't have a job at this point.
