redness on belly

My female cat has developed redness on her belly area, and looks like she is nursing, though she is a spayed 4 yr. old. Her belly looks red and hairless. There is also some hair loss at the base of the tail.
What could the cause be. Indoor cat, never outside.

She may be missing something in her diet. If she is on dry food, she is probably missing a lot, so put her on fresh raw chicken, with bone, and add a tsp of cod liver oil over the course of the day. She should be much improved within a week.
