Today I contacted the head Dnr office in Atlanta Georgia. I talked to a lady dnr officer and I found out that the dnr is working with legislator to change the law where you can have corns or eastern kings and even brooksis. The bad part is that they will not meet till nexy year to go over this law. I was however able to find out the next time the dnr would have a meeting and the public can come. The next meetings are on

This is a link to the MD regs, if you wanted to see if they could be a template for your state. There's a health reg in MD that makes possession of turtles under 4" illegal, that's why we can't breed turtles right now in MD, but we had a law passed last year, so as soon as DNR passes the new regs, likely early next year, we will be able to breed turtles again.

Teachers can have turtles 4 inches and under but they must prove they are teacher first too. They also can have corn snakes in their classrooms.
