Cage size/# of leo's

Ok, I'm getting a new tank in a couple monthes and I want to know how many females I can put in it. It's going to be 3 feet long and 1 foor wide (not sure how high this one will be) but I'm also going to put a shelf in it to give more space. How many leo's could I put in something that size?
3'X2' and a shelf covering about 1-1.5 feet. Thanks
