Winterstone/flecstone

I am designing a waterfall out of winterstne. Would using flecstone paint in the mix be toxic to my frogs?

Probably not, because you will be curing it for awhile then sealing it with a non-toxic sealer. (It must be well-sealed or water will leak though or wick up over the edges.) While Winterstone is water resistant, it has to be sealed in order to be impermeable, much like cement or brick. Jasco "Cure-Seal" works well and is non-toxic. There may be others. Latex sealers will peel off.
