I'm pretty sure the same eye rule goes for chams, especially when they are babies or juvies. I think adults can eat a bit larger of prey, like full grown silkies (for females) and mantids (for males) and such. You just have to be careful with these that your cham doesn't choke.
For the shed I would take a q-tip and soak it in the hotest tap water. Rub/roll it gently on the stuck on shed, and this should remove it, or at least loosen it up. Do this a few times a day and it should be gone before a week is up. If you still have problems at that point you can get mineral oil, and try that with the q-tip.

just a note: if you use oil be VERY careful not to get it IN the eye - especially mineral oil. Keep in mind that oil "travels", so even if you don't think it is near the pupil it can travel in.

i find that the best thing for cleaning shed and other things around the eye is saline solution. you can get some for about $3 at the grocery store. just put some in a cup and warm it up in the microwave, til it is about room temp.use the q-tip method. this way you don't have to worry about getting it in the eye as it is perfectly safe.
