fake plastic.
most of them are made from a hard plastic poured into a mold.

a couple places that sell videos on artificial rock...one is
JPJ technologies, and the other is Ezyrock.com...check them out.
Both use your basic mixes of concrete and sand. It is not the material that matters the most, but rather the finishing techniques. The texture sells the illusion more than anything.
You can probaby get away with using masonary concrete, and spinklying the grout colorants on the surface for colors. Also a dash of sand will give it a nice texture.
