If even one of the 13 hatchlings is hypo, this means both mom and dad were het hypo, so does this make all the other babies het hypo too? or just a percentage?

Females probe maximum 4 scales deep. Males up to 8 scales. And technically yes, both parent are het Hypo. If only one parent is het Hypo there is a chance one in every 200 will change over to Hypo. So one in 13 seems like both are het Hypo.

lol, thanks, but as far as scale count, when I said technical, I really meant "technical for me" haha, in other words, I was wondering the #'s for counting scales from vent to tail tip for each sex....anyone know those?

I want to eventually breed a couple of these siblings together, just to see what all the parents did pass on.

Okay, I'm no expert at this but, you asked if all the offspring would be het hypo and the answer is probably not...anything could happen but see the breakdown below.

Using the phase normal het hypo (since you didn't specify) here are the percentages you could expect for each offspring.

50% het for hypo
25% hypo
25% normal

So, the chances are pretty good that they could have a hypo gene but you will have to experiment to find out.

This is what I read one time concerning scale counts:

Count the ventral scales then subtract from that total the number of subcaudal scales. If the number is less than 154 then it's more likely to be a male, if it's more than 154 it's more likely to be a female.

For example:
225 ventrals - 64 subcaudals = 161 > 154 = female

So far it has worked with all of my snakes and also my friend's snakes, but it may not work 100% of the time.
