Depends on the age of the dragon. If it's a young dragon (under 12 inches) I wouldn't use any type of sand because it can cause impaction. Even older dragons are going to swallow some of it (possibly quite a bit) because it sticks to their tongues.
Fine grain, silica-free playsand is supposed to be the "safest" sand. Paper towels/newspaper is safest for young beardies. I prefer to use cypress mulch for adults which they aren't likely to swallow unless you feed them on it. I definitely woulnd't feed my dragons on mulch as it can be very dangerous if swallowed. My dragons are all fed in large tupperware containers rather than on the substrate. Hope this helps.
