Tortoises like ruminants?

Wouldn't it be more accurate to compare tortoises to horses as opposed to ruminants since they are hind gut fermenters?

yup, that is why I pointed that chambered stomach thing. Tortoises don't have chambered stomachs so they are closer to bunnies and, I guess, horses but you can't help but notice the similarities in addition to the differences.

A closer association would be with goats. Tortoises are really just goats with shells.
