Do you need to bath a russian tortise periodically during hibernation, If so when? and at what water and air temperature? Thank you.

No you dont need to bathe during hibernation but for about 1-2 or 3 weeks before you need to bathe at least every other day to every day in luke warm water for about as long as it is warm and when it is cold or he pooped in it then change it.
