Does both sides of the heat tape heat up to the same temp? If i wire up the heat tape like the rack pictured, will it work?

Yes, both sides heat the same.
Will it work? Well, the heat tape will heat up, that part will work. Is this fine for what you are putting in there? Depends on what you are putting in there. Look great for kingsnakes, rosy boas, etc. Make sure you use a dimmer or temp controller.
