Do a breeding pairs size have to match?

See my trio is a male 13" 43g, a female 19" 88g, and another female (cannibal) 25" 148g.
I expected my male to have grown by now but he is still small. Buying another male was on my mind.
Does anyone think this 13 male would breed with a 25" female?

I've heard of males 12 inches long breeding. The male will have to be a really be male to be the same size as most females. Males are generally alot smaller
