Snakes and lizards are almost always enemies. Most snakes like to eat lizards. If not, they will be stressed by them. Most lizards despise snakes, even little ones. Mixing these two would not be a good idea.
However, there are a few good beginner reptiles that might work for you:
- Green anoles. These are little green lizards that will live quite happily in a 20 gallon tank. But you can't handle them, they are far too scared and jumpy. They are fun to watch though.
- Leopard gecko. These small nocturnal lizards will do fine in a 20 gallon, and most will tolerate gentle handling. They are relatively easy to take care of.
- Corn snake. Although it might require a larger space, such as 30 or 40 gallon tank, a corn snake is the best beginner snake. They are hardy, colorful, and take well to handling.
All of those reptiles can be found for under 30 bucks. But remember, the actual reptile is the cheapest part of keeping reptiles! You will quickly spend more money on heating, food, substrate, cage decorations, etc.
Oh yeah pea gravel won't work as a substrate. If you want to keep reptiles, you have to be prepared to buy everything they need.
Good luck! If done properly, keeping reptiles is very fun and rewarding.
