Is it possible to relocate to California with my dwarf caiman legally? If a permit is required, anybody know how difficult it is to obtain?

From what I know of Cali law, you'll never be able to swing a permit.

I do work with Cal fish and game and if you comply with their requirements you can get a permit. It is fairly spendy at $600 though.
