Probably a bacterial infection. Now, a sterile paper substrate should be used until the problem is resolved. I believe the recommended treatment is a Neo/Polysporin ointments applied topically on the infected skin. You can probably clean the under-belly first with Nolvasan or Betadine.

Don't really have anything to add, though. Never had to deal with this one myself, my problems are always related to low moisture instead of too much of it.

Brian: Are you sure it was a book? Are you sure it wasn't NOTHING?
first thought ... you said newspaper ? could it be possible what you are seeing is " ink bleed" from the spilt water bowl ?
If thats not the case what are you using for heat source? it could also be heat induced , and if not has he/she actually sat in any water for longe amounts of time as in on the cage floor etc?
