It's really not needed. It provides heat from the bottom, where as a heat lamp provides it from the top. A good bulb should be putting the temps up to digestable (~100-105 F is a safe range) ranges. They can thermoregulate by moving to cooler/warmer areas, so as long as theres one warm side with a basking spot you're fine. Or if your house drops below 60(F) at night, which is unlikely.

Undertank Heaters are not necessary for dragons at all. They don't sense heat from their bellies like snakes do. It is better to use a bright basking light of high enough wattage to raise teh basking temperature between 95F-115F, the higher end for younger dragons. Basking temp is also the same as surface temperatures. Ambient (air) temps should be around 90-95F with a cool end of 75-85F
