You dont need a light for leos. A uth provides all the heat you need. As long as the ground temp where the uth is, is at about 88-90 degrees then you will be fine. If your room stays really cold then you might need a light. But if it stays between 75-85 degrees then the ambient temperature in you cage will be fine.

(what wattage bulb??) if it gets EXTREMELY cold, you might want to get 100W, maybe even a little more. i'm saying this because - when it's warm here, 75w is good enough to keep my leo's temps at 90F during the day... but now that it's winter - the air has been ice cold and the 75w can only keep the temps up to 82F during the day... so now i'm using 100w house lamp with the 75w lighting and it brings the temps to 86F - 88F... so i'll be heading to the pet store on tuesday when my friend works so i can just get a higher wattage bulb. So I'll have two different wattage bulbs - but i don't mind. Again, it really depends on the weather in your location. As long as the warm side stays between 86F - 90F, then you're fine. 
3. (I will get a red bulb will that be good??) the red bulb is good for providing heat during the night and is also helpful because it will let you view your leo during the night. the leos don't mind the red bulb because they can't see the red
if you use the red bulb during the day, make sure the light from outside can give him a day schedule of 12 - 14 hours. also, keep an eye on the temps - because if you get a really high watt red bulb for the day, it might be harder to get the night temps between 80F-84F unless your own house temps drop low enough for your leo's environment to change on it's own.
Personally, I have a 75w light bulb for the day.. but now that the winter cold won't let it bring the temps up, I'm gonna get another 100w bulb for cold weather. I also use a red bulb for the night time, it's good in keeping my leo's night temps between 78F - 84F.

yup, i also use a UTH for my leo's tank
just on the warm side though. i also use a 75w day light bulb if the temps are below 84F. so the air temp in the tank is 75?? and it's day time?? you need to bring that up!! your leo needs a day temp of at least 86F. you might want to get a 60w or a 75w.. but thats just for the day time.. your night temps should be at least 78F... so your leo might be a little chilly
my day temp without the lamp is 80F and with the 75w bulb, it goes up to 88F on average... so 60w or 70w might be good for your leo~

Not necessarily. Your leos need to thermoregulate and when you use a lamp in an aquarium it heats the whole thing up, not just one area. That is why an under tank heater is better to use than a lamp. Also, leos need the belly heat to digest and if you can provide hot spot of 88-90 degrees with the uth, then you dont need a light. The leo has a choice to stay cool or warm instead having the whole cage warm. You dont need a lamp unless your cool side is less than 78-80 degrees.

With mine it's the other way around. Why would you want a UTH? I have a 20 gallon and where the light it it is about 90-92. And on the opposite side it is 86-88. So it just all depends on how big your tank is......
