Don't pull it off. Skin shedding shouldn't be visible, if it is, you are either feeding too much, or your water is too warm.

WOW! I didn't know that. It is VERY visable! But, nothing has changed in the tank, in a long time. I still feed him the same, and the temp stays at 79. None of my other turtles are doing it. So what should I do?

How much are you feeding? 79 is a little on the warm side, but it isn't so warm that it should cause any problems. Mine is usually about 75 degrees to promote basking. Is it possible that he is grabbing food from the other turtles? How big is he?

He is about 4 inches. Not much bigger then the others. He does eat just a few more pellets then the others do, but I watch them eat, and he does not steel there food. He used to when I first added them, so I started putting more in and he does not do it anymore. He eats about 8 reptomin sticks a day, but there is also feeder fish in there, and they have been going fast. But, I am wondering if is because I had him in a 10 gallon, and then upgraded to a very large pond, and put him in it. So, maybe since he did not have a lot of room to grow in the 10 gallon, he is starting to grow to the new enviroment. He has grown about two inches within 3 weeks. I will turn down the heater also. Thanks!
