The aquarium measures 36"x13"x18". I'm thinking of getting 1.3, sound ok? Can I go more or should I go with less? TIA for any info.

I would put less in there..Ive notice when cages are over crowded its gets really smelly.especially with glass aquariums.:X hope that helps
i use cement mixing tubs which measure roughly.. 28" long X 19" wide X 6" tall.. and i run 1.3 in them with no problems at all...
so with the size cage ur talkin about 1.4 would probably work, but with it being glass sides, and low ventilation ur gonna have to clean ALL the time with that many animals.
i would probably stick with a 1.3 ratio and see how it works out.. if it looks like alot of wasted space, toss in another female 
I use a 55 gallon breeder tank for my rats.. and 10 gallons for grow out tanks.. I have about... 7 girls and 1 male in there... though I safely went up to 1.12 before without too much problem.. so for a 30 gallon.. 1.3 doesn't sound too bad.. I used 20L with 1.2 at one point but got tired of changing 6 cages.. *L*

Me, depending on the size of rats, maybe 2 or 3 max. Unless you want to clean the rats every other day or more...the bigger the space the better.
