concrete bonding adhesive question

Is this the correct product for making the backgrounds? I went to home depot and that's what it was called. It's made by quick-krete. I just wanted to make sure before I bought it since it's rather expensive. Wasn't too sure since it seems to be the same consistency of water. Thanks.
