Mostly likely it is a Tremper, yes. It does have a very Rainwater-ish type look, but the tail makes me believe it's Tremper.

But it's hard to say for sure. Best way to know for sure is to get another albino or an albino het to breed it with. Some Rainwaters look just like Trempers.
He does look just like one of my two Tremper males. He's a banded just like that.
Here's a pic of my 1st albino male, a Tremper jungle albino.
