What's the best way to reach the 78-82 degree temp? Is that for the air or the soil? Also, what should the humidity be?
I use 2 15 watt incandesant bulbs mounted into a single hood on my 10 gallon. It keeps it around 80-85 during the day. The temp should be the air temp. Humidity is a different topic, many people disagree. I find my frog is fine at around 70-80. The Bed-A-Beast substrate works well to hold humidity. Of course, my tank has a glass top and holds water extremely well.
I would avoid using any type of under-tank heat pad. In nature, the heat comes from above, so above-tank lamps are a good choice. You might hafta experiment with one, to see what temp it gets your tank up to; sometimes they overheat and have to be hung over the tank rather than placed over the lid.
I just make sure that the room the tank is in, never goes below 70 degrees.
Humidity is debatable; I usually just lightly mist my frog every day or two, but he usually uses his water dish if he feels the need to be moist. It can lead to problems if you let your substrate get too moist and soggy; mold can develop, and fruitflies can take up residence. As long as your frog has an easily-accessed and daily-changed water dish, you should be ok.
