BTS feels rough underneath

My BTS has just shed last week & now his underside, belly all the way down the tail, is rough. This is new today, like maybe his scales are dry. What should I do? He is housed in a 30 gal breeder w/ soft, non-astroturf, outdoor carpet, covered w/ a layer of paper towels. His bowl is big enough to soak in, but he never does.

I don't think you really need to be concerned at all about it. Just keep an eye on it for any changes.
As to the water bowl, mine have virtually never soaked in a bowl, although they may happen to walk into and out of one on the way to somewhere else. So no soaking is not unusual at all.

he is able to do so on his own whenever he wants and the humidity in the cage is not Sonoran Desert dry.

We're Utah desert dry here It's just that he's always felt smooth, like a snake & now his belly feels dry. I guess I'm just a fretting mom...
