I am practicly an expert on keeping Ringneck Snakes in captivity, I have had many over the years. Right now I have two baby Northern ones. I suggest not keeping them unless you have gotten them to eat more times than once. In some parts of the U.S. they are difficult to find, here in Pittsburgh, PA I am lucky to find 1 a year, it is very easy to find Southern ones in Florida and it's easy to catch 3 different sub-species in California.
