What is it? From NE Arkansas

What kind of snake is this BAD picture I know,only have a cheap camera. Hopefully a description will help. That is a quarter he has at his tail. He is about 8 inches long. His color is light brown on sides,a olive green/brown stripe down his back. Bellt is white. Seperating the stipe on back is a stripe of dots on both sides. His head is dark on top turning to a light brow on bottom. I am new to Arkansas so dont know exact kind.(Except i know its not a venoumous.studied those already hard to find info on snakes of arkansas) Thanks for your time.

Har to tell from the picture, but it sounds like a brown snake or maybe a garter snake. Here is a link to some photos of Arkansas snakes.
