They spend more than half of the day hiding in a burrow etc to conserve fluids so yes they cannot do without it for long without a multiple of health problems that start to look like other problems.
You better get a few good monitor books because your questions tell me you dont know anything about monitors or their care in captivity. Of course the best book on captive monitor care is Daniel Bennetts Savanah book. You could get King and Greens monitor biology book to help understand more about them, but outside of a few books like these the rest are junk.
