I would think that it is a Blandings Turtle.

It is one of the more coloful variants of the European pond turtle, Emys obicularis. Blanding's turtles are more oval in shape and have a bright yellow throat.

Yup I agree. BUT.... do you have a decent water area for it? If I'm not mistaken they arent 100% terrestrial.

They must have water. They prefer shallow water and are definitley not what you would consider a terrestrial specie. They are more aquatic.
