I don't know where you can order them, but if you have any Latino specialty food stores in town, you might give them a visit before you try online. The chain grocery stores in the more heavily hispanic parts of town tend to carry them more often here, too.

I found this place. My vet highly recommends their nutrional products and I just happen to notice they have cactus pads:

If you're lucky enough to live in California (HA!) then you should be able to find them at a Mexican food specialty store. My wife's mom has a huge garden of cactus in her yard, we eat them all the time. Our uros LOVE them.

Herpnutrition.com sells vacuum packed cactus pads, as well as other specialty diets and treats for herps. The owners are specialists in herp nutrition and formulate these diets for zoos and herp keepers. As a bonus, everything is made from their own organically grown ingredients. Check them out.

Hi,
This site, which has stuff for not only turtles, but tortoises, iguanas and beardies (all close to uros), has many different kinds of cactus pads, and fruits, for sale, and also many kinds of "flowering weed" seed mixes for sale. Check it out, I've heard they are good. www.turtlecafe.com
