Do Turtles shed a bit?

My neighbor's Box Turtle, who's about 1 1/2 years old, she says he doesn't look good now. (I will be seeing him tomorrow to see what she means) - anyway, she says his skin is very flaky, and his eyes look almost closed up. He is eating, and very nasty towards his "roommate" when food is involved, and he does soak in the water. The substrate is Bed A Beast. He has the Powersun UV Light, so he is nice and warm. Any other suggestions?

How moist is the Bed-a-Beast? I prefer finely shredded hardwood mulch, but each to his own. What is the turtle eating? How large is the enclosure and are there enough hiding spots/visual barriers for two turtles? Do they have access to a soaking pan 24/7?

Went and visited my neighbor and adjusted her heat lamp a bit, thought it was concentrating too much on the whole tank instead of one section. Yes there is a wading pool for the little guys. They are right now in a long 20 something gallon, they are both about 2 inches big/round. I also told her to spray the bedding more, and to maybe get some moss so they can go in some damp moss too. Her substrate is a mixture of coconut bark and repti dirt. His eye was a bit swollen, but not too bad, told her to keep an eye on him. The bottom of his shell,(stomach?), did look kind of rough. He is eating though. Anything and everything-from worm/crix to moist reptomin. The other guy likes to sleep more and just eat reptomin.
