It's not needed. They don't experience it in the wild so what good is it?
Drinking? NO
Humidity? NO
Bacteria?YES

The waterfall adds no benefit to the chameleon except for a mild boost in humidity. Personally I like the idea for a display cage as it makes the cage look nice and adds a soothing atmosphere to the room due to the sounds it may make.

The problem is that it can be a pain to keep clean. And when it becomes a pain human nature tends to let it slide for a day or two here or there making it a bacteria threat. If you can find one that is easy to keep clean or if you have the time and discipline to go through the hassle then there is no harm.

I didn't like the Zoo Med one because it was made of a foam type material (too many knooks and crannys to clean). I would look for one that was solid plastic that was easier to clean.

I use waterfalls in my veileds cage with those sonic fogger things. I've seen a nice little boost in humidity. My female does not pay the waterfall any attention but the male actually drinks from it! he loves his waterfall climbs all over it and is always around it.

I clean it every other day with a toothbrush and change the water when I clean out the cages. It is possible to keep them clean but it takes extra work.
